The Department of Power, Government of Goa, on July 2, 2026, brought to the notice of the general public the Joint Electricity Regulatory Commission (JERC) for the State of Goa and Union Territories (Electricity Supply Code) (Third Amendment) Regulations, 2024, which were notified by JERC on August 2, 2024. The amendments update the Electricity Supply Code, 2018 to improve consumer services, modernise metering, and streamline electricity supply procedures.
The amendments revise provisions relating to definitions, standard voltage of supply, timelines for new electricity connections, application procedures, digital application tracking, and documentation requirements. They also mandate smart pre-payment or pre-payment meters for new connections, introduce provisions for Time-of-Day (ToD) tariffs, enable online submission and tracking of applications, and prescribe timelines for electricity supply and restoration of burnt meters.
The revised regulations further provide rebates for delayed billing and online payments, update consumer metering and billing provisions, simplify agreement requirements, and strengthen consumer rights through enhanced digital services and service standards. These changes are intended to improve operational efficiency, transparency, and consumer convenience in electricity distribution.
